A cash deposit, bidder's bond, cashier’s or certified check in an amount equal to at least five percent (5%) of the bid shall accompany each proposal made payable to the City of Willmar, Minnesota, which shall be forfeited to the City in the event the successful bidder fails to enter into a contract.
