OTTER TAIL COUNTY HISTORIC PHELPS MILL RESTORATION

Project Identification: Sealed proposals shall be received for the foundation restoration of the Otter Tail County Historic Phelps Mill, located at 29029 Co. Hwy 45, Underwood, Minnesota, in accordance with the Construction Documents prepared by BHH Partners Planners/Architects, 650 3rd Avenue Southeast, Perham, MN 56573.

Project Description: Raising of the existing Phelps Mill structure and providing additional reinforcing and reconstruction of the existing foundation. Also includes additional limited historical reconstruction and repairs throughout the building interior and exterior.

Pre-Bid Walk-Through: All interested bidders shall make special arrangements with the Owner to visit the site, at the Owner’s convenience, to conduct a pre-bid walk-through. The Owner is not obligated to meet times/dates requested by the contractor.

Bid Date/Time: Bids for the project will be received until 10:00 a.m. local time on Thursday, December 23rd, 2021 and will be publicly opened at that time and read aloud.

Bid Opening: Sealed bids shall be received at The County Auditor’s Office located in the Government Services Center until the bid date/time noted. Contractors may be present at the bid opening which will take place in the West Battle Lake Conference Room of the Government Services Center. Bids will be received by:

Contractor shall be responsible for bids mailed or delivered to ensure receiver of bids has bid by the bid opening.

Otter Tail County Representatives will be present at the bid opening.

Pre-construction Meeting: Pending project approval, A pre-construction meeting will be scheduled. Responsible Contractor in receipt of awarded bid along with any/all subcontractors shall attend.

Tentative Commencement of Work: Pending project approval, the responsible Contractor in receipt of awarded bid shall begin work immediately upon finalization of contracts or earlier if possible. Anticipated notice to proceed date of January 4th, 2022.

Time of Completion: Contractor in receipt of awarded bid shall complete the project to Substantial Completion as defined by the contract, for the foundation and structural work, not later than July1st, 2022 and total project Substantial completion not later than September 2nd 2022. Final Completion as defined by contract shall be not more than Thirty (30) days after Substantial Completion for any portion.

Bid Review: The Owner will not award the contract on the day of the Bid Opening and hereby reserves the right to award the contract pending bid review. All bids will be held until approval can be made for the lowest, qualified bidder.

Right to Reject Bids: The Owner reserves the right to reject any and all bids or parts thereof, to waive any informalities in bidding, and to award the contract to other than the lowest bidder if, in the discretion of the Owner, the interests of the Owner will be best served thereby. The Owner further reserves the right to hold all legitimate proposals for a period of thirty (30) days after the date fixed for the opening thereof without exception.
