OTTER TAIL COUNTY HIGHWAY DEPARTMENT TRUCK GARAGES

Project Identification: Sealed proposals shall be received for the construction of the Otter Tail County Highway Department Truck Garages, located in Pelican Rapids (Site A) and Battle Lake (Site B), Minnesota, in accordance with the Construction Documents prepared by BHH Partners Planners/Architects, 650 3rd Avenue Southeast, Perham, MN 56573.

Bid Date/Time: Bids for the project will be received until 3:00 p.m. local time on Thursday, September 16th, and will be publicly opened at that time and read aloud.

Bid Opening: Sealed bids shall be received at The County Auditor’s Office located in the Government Services Center until the bid date/time noted. Contractors may be present at the bid opening which will take place in the West Battle Lake Conference Room of the Government Services Center. Bids will be received by:

Contractor shall be responsible for bids mailed or delivered to ensure receiver of bids has bid by the bid opening.

Time of Completion: Contractor in receipt of awarded bid shall have not more than Fourteen (14) months from the date of the Notice to Proceed to complete the project to Substantial Completion as defined by the contract and not more than Thirty (30) days after Substantial Completion for final completion. Each site shall be completed simultaneously.

Bid Security: Bids that shall be accompanied by Bid Security in the form of a certified check, cashier’s check or bid bond in the amount of five (5%) percent of the Base Bid submitted, made payable to the Owner, as guarantee that the Bidder will, if awarded, enter into a Contract in accordance with Contract Documents and submitted bid.

Bid Review: The Owner will not award the contract on the day of the Bid Opening and hereby reserves the right to award the contract pending bid review. All bids will be held until approval can be made for the lowest, qualified bidder.

Right to Reject Bids: The Owner reserves the right to reject any and all bids or parts thereof, to waive any informalities in bidding, and to award the contract to other than the lowest bidder if, in the discretion of the Owner, the interests of the Owner will be best served thereby. The Owner further reserves the right to hold all legitimate proposals for a period of thirty (30) days after the date fixed for the opening thereof without exception.
